GREAT NEIGHBORHOODS PROGRAM

• Program Application

The City of Lawndale offers financial assistance for housing rehabilitation to single-family owner/occupied dwellings within the City limits that have not previously been assisted through other City funded Residential Rehabilitation Programs. The applicant/owner must be currently residing in the housing unit as a primary residence and shall reside in the residence for the duration of the loan. Eligible rehabilitation work for the programs, include items such as roofing, painting, plumbing, windows, and other general property improvements. All work must be completed in the following order:

1. HUD Required Items and Health and Safety Items;
2. Emergency Repairs or ADA Improvements;
3. Correction of Code and Building Violations;
4. Exterior Property Improvements; and
5. Interior Property Improvements

Great Neighborhoods Program Forgivable Loan ($20,000 loan)
This program has a zero percent (0%) interest and no monthly payments.

a) Qualifications- You must be the owner-occupant of the home and earn at 50% or below the area median income.
b) Repayment- Repayment is due if you sell your home, refinance to cash out, or transfer title within five years from the filing date of the notice of completion. A proportional amount of the principle (at the rate of 20% per annum) is forgiven each year of ownership for a period of five years.
c) Lien-. The City will file a lien (Deed of Trust) against your property to secure the loan.

Great Neighborhoods Program Deferred Loan ($20,000 loan)
This program has a zero percent (0%) interest and no monthly payments.

a) Qualifications- You must be the owner-occupant of the home and earn between 51%-80% of the area median income.
b) Repayment- Repayment is due if you sell your home, refinance to cash out, or transfer title.
c) Lien- The City will file a lien (Deed of Trust) against your property to secure the loan.

Great Neighborhoods Program Repayable Loan ($20,000 loan)
This program has a 3% interest rate with monthly payments.

a) Qualifications- You must be the owner-occupant of the home and earn between 81%-120% of the area median income.
b) Repayment- Loan funds are amortized over a 15-year period and carry an interest rate of 3%.
c) Lien- The City will file a lien (Deed of Trust) against your property to secure the loan.

Home & Gardens Grant ($3,000 grant)
This program is a 100% grant.

a) Qualifications- You must be the owner-occupant of the home, earn no more than 120% of the area median income, and live within the City of Lawndale.
b) Repayment- Repayment is not necessary.

Handyworker Grant ($500 grant)
This program is a 100% grant. The purpose of the Handyworker grant is to address small repairs more quickly than is possible using the other Great Neighborhood Program grants and loans which are meant for larger rehabilitation projects.

a) Qualifications- You must be the owner-occupant of the home, over the age of 62 or handicapped, have no able bodied adults living in the home, and earn no more than 80% of the area median income.

b) Repayment- Repayment is not necessary.

Emergency Repair Grant($1,000 Grant)
This program is a 100% grant. The purpose of the emergency repair grant is to assist households who are faced with unexpected repairs to their residence which are of a critically urgent nature and pose an immediate threat to the household’s health and safety.

a) Qualifications- You must be the owner-occupant of the home, over the age of 62 or handicapped, have no able bodied adults living in the home, and earn no more than 80% of the area median income.
b) Repayment- Repayment is not necessary.


MAXIMUM INCOME

All persons on TITLE and all persons 18 years of age and older residing in the residence are considered household members for the purposes of determining income eligibility. The combined GROSS annual income for ALL household members cannot exceed the applicable income shown in the following chart:
