10.20.070 Responsibilities of retailers and dealers.

A. Each bicycle retailer and each bicycle dealer shall supply to each purchaser a preregistration form provided by the licensing agency and shall include on the sales check or receipt given to the purchaser a record of the following information: name of retailer, address of retailer, year and make of bicycle, serial number of bicycle, general description of bicycle, name and address of purchaser.
B. Each bicycle retailer and each bicycle dealer shall forward a copy of the preregistration form to the city within ten days from the date of sale.
C. In the event that a bicycle retailer or dealer is designated by the city as a licensing agency, a preregistration form shall not be required and the retailer or dealer shall issue the license directly and collect the required fee pursuant to Sections 10.20.030 and 10.20.050. All registration forms and fees shall be delivered to the city within ten days following the last day of the month in which the license was issued.
D. A bicycle retailer or bicycle dealer is any person who sells, gives away, buys or takes in trade for the purpose of resale more than five bicycles in any one calendar year, and includes agents or employees of such person.
E. No bicycle retailer shall sell any new bicycle unless such bicycle has had legibly and permanently stamped or cast on its frame a serial number, no less than one-eighth inch in size and unique to the bicycle of each manufacturer. (Prior code § 4-7)
