A bicycle shall be licensed through application to the city clerk, the sheriff of Los Angeles County or other licensing agency designated by the city. Upon receipt of an application to register a bicycle, the city, or other licensing agency designated by it, shall issue indicia and a copy of the registration form to the owner. The registration form shall show the name and address of the registrant and a description of the bicycle to be registered. The license indicia shall be adhered to the front of the seat tube of the bicycle frame. (Prior code § 4-3)
