It shall be the general duty of the city engineer, with such aid as may be rendered by city engineering staff, contracted traffic engineering support services through the Los Angeles County department of public works and/or contracted professional traffic consultants, to determine the installation of traffic signage and signalization and the proper timing thereof, to conduct engineering analyses of traffic accidents and to devise remedial measures, to conduct engineering and traffic surveys of traffic conditions and to cooperate with the city council, city manager, chief of police, public works director, and other officers of the city of Lawndale in the development of ways and means to improve traffic conditions, and to carry out the additional powers and duties imposed by the city.
