On any application for a permit to act as a massage technician there shall be a nonrefundable fee in an amount to be determined by resolution of the city council. The application fee shall be a one time only fee used to defray, in part, the costs of investigation and report. Any person who applies for a license to operate a massage establishment and desires to act as a massage technician within said establishment shall not be required to pay the fee required by this section. After issuance of the initial permit, a license to operate as a massage technician shall be renewed annually at a fee to be determined by resolution of the city council. (Ord. 802-96 § 2 (part))
