5.13.050 Application for special event permit.

Any person wishing to sponsor, conduct, operate or maintain a special event shall, no less than sixty days in advance of the start of a proposed commercial event, and no less than seven days in advance of the start of a non-commercial special event, file a completed official special event permit application on the form established by the city.
It shall be the responsibility of the director of municipal services, or that person’s authorized representative, to process applications for the use of city streets and other public rights-of-way (excepting city park and recreation facilities) for the purpose of conducting special events (excluding city governmental functions). The director of municipal services shall submit copies of the applications to other city departments for review and comment. For commercial special events and any special event where city sponsorship is requested, the application shall be submitted to city council for approval. For non-commercial special events, which are not requesting city sponsorship, approval shall be made by the city manager.
It shall be the responsibility of the director of community services, or that person’s authorized representative, to process applications for special events to be held in city parks or on city athletic fields. The community services director shall submit copies of the applications to other city departments for review and comment before submitting the requests to city council for approval.
Once an activity is approved by the city council, future applications for the same event may be approved by the city manager provided that there are no significant changes in location, format, or other aspects or problems associated with the event. Any such changes will require the event to go before the city council again for approval.
The director of municipal services or the director of community services, whomever is deemed responsible to coordinate the application, shall be responsible for coordinating all special conditions or guide-lines and special fees that might be required of the organizers of the special events as requested by other city departments.
