5.13.020 Definitions.

A. “Advertise” means to explicitly or implicitly publicize a special event to members of the general public by means of general dissemination, including but not limited to, print and electronic media, banners, signs and flyers.
B. “City manager” means the city manager of the city of Lawndale, California or his or her designee. The municipal services director and community services director shall facilitate the special event permit under the direction of the city of Lawndale city manager.
C. “Commercial special event” means any organized activity in which the primary purpose is to generate funds for a private benefit that takes place in whole or in part within city boundaries. Commercial special events include, but are not limited to, amusement attractions, athletic events, carnivals, circuses, concerts, exhibitions, fairs, fireworks displays, fund raising events, parades, rodeos, running events, trade shows, and triathlons or walkathons. The above notwithstanding, the term “commercial special event” shall not mean a construction project, funeral procession, or ongoing parks and recreation programs. Nor shall the term refer to any activity which does not at least partially occur or impact upon the public right-of-way, or include a substantial number of people (greater than thirty) during any given twenty-four hour period.
All holders of commercial special events shall be required to provide evidence that they hold a valid city of Lawndale business license.
D. “Non-commercial special event” means any organized activity which takes place in whole or in part within city boundaries, including, but not limited to, parades, demonstrations, and exhibits, the principal purpose of which is the expression, dissemination or communication of opinions, views or ideas by verbal, visual, literary or auditory means. A “non-commercial special event” may include an approved event offered in cooperation with the city of Lawndale per the city council’s sponsorship policy. The term “non-commercial special event” shall not mean any event whose principal purpose is to promote commercial or for-profit groups, businesses or other similar endeavors of whatever type. Nor shall the term refer to any activity which does not at least partially occur or impact upon the public right-of-way, or attract a substantial number of people (greater than thirty) during any twenty-four hour period.
E. “Permit” means commercial and non-commercial special event permits.
F. “Special event” means any commercial or non-commercial special event.
G. “Annual event” means an event that is intended to be repeated in successive years. To facilitate calendaring of events, applicants shall be required to designate whether the event is intended as an annual event or one-time only event. The city council reserves the right to limit the number of annual and onetime only events.
All groups which conduct annual special events in the city of Lawndale during fiscal year 1998-99 will be automatically included on the master list of special events for the first year under this policy and each year thereafter, as long as there are no significant changes in the location, format, or other aspects or problems associated with the event.
