A. Upon receiving from the department of alcoholic beverage control a request for a determination that public convenience or necessity would be served by the issuance of the retail license pursuant to Business and Professions Code 23958.4(b)(2), the city manager, or his or her designee, shall route such request to the Los Angeles County sheriff's department, community development director, and finance department, or their designees, for review and comment. The city manager, or his or her designee, may also refer such a request to any other appropriate person or body for comment.
B. The city manager, or his or her designee, shall prepare and deliver a response to such a request based upon investigation and the comments received from the Los Angeles County sheriff's department, community development director, director of finance, and such other person or body, where applicable, to the department of alcoholic beverage control.
