It is the purpose and intent of the city council, through the adoption of this chapter, to facilitate effective coordination with the department of alcoholic beverage control by providing a process for the review of applications for the issuance or transfer of alcoholic beverage licenses and for requests for a public convenience or necessity determination by the department of alcoholic beverage control.
