The city manager shall be empowered to modify or waive the requirement of the written consent of the neighbors if, in his judgment, the filming to take place will not adversely affect the public health, safety or general welfare.
The city manager shall determine whether the actual amount of written consent received is adequate to permit the filming to take place. (Ord. 685-91 § 9 (part))
