5.05.050 Special council approval for pawnbrokers.

The city council finds and determines that pawnbroker businesses are conducive to situations inimical to the health, welfare, safety and morals of the residents of the community and are inconsistent with the development of the city, depending on the method of operation thereof and the character of the operators thereof.
No permit for the operation of a pawnbroker business shall be approved without the approval of the city council. The city council’s decision to grant or deny any application for a pawnbroker’s license shall be based on the impact on the general welfare of the community. If such application is granted, the council may impose such terms, conditions and restrictions upon the operation, management and conduct of such business or operation as it may deem necessary or expedient to protect the health, safety, welfare and morals of the city and its inhabitants.
