SIX-MONTH OBJECTIVES (27 June 2001 through 15 December 2001)

GOAL: IMPROVE THE CITY'S BUSINESS ENVIRONMENT AND
INCREASE ECONOMIC VITALITY

SIX-MONTH STRATEGIC OBJECTIVES:

  1. By August 31, 2001, the Community Development Director will prepare an analysis and recommendation for development of the north side of the 405 freeway and the east side of Hawthorne Blvd.
  2. By September 1, 2001, the City Manager will present to the Chamber of Commerce the economic goals for the City, ask for their input and give a report on the feedback given to the City Council.
  3. By September 10, 2001, the Community Development Director will present to the Council for its consideration a Disposition and Development Agreement for a median.
  4. By September 30, 2001, the Community Development Director will develop and present a recommendation to the City Council regarding the feasibility of a master Plan for south of Marine Ave. and east of Hawthorne Blvd.
  5. By October 31, 2001, the Community Development Director will present to the City Council a Disposition and Development Agreement for the BMW prime development site.
  6. By November 30, 2001, the Assistant City Manager - lead, Mayor Hofmann, Nancy McKee, the Finance Director, City Manager, Community Development Director and staff will review the City's revenues citywide and recommend changes to the Council for its consideration.
  7. By December 15, 2001, the Community Development Director and City Manager will visit at least 13 of the top sales tax producers for business retention purposes.
  8. By December 15, 2001, the Assistant City Manager and City Planner, working with CVUHSD, will develop options for commercial use of land adjoining the 405 freeway and present them to the City Council for its consideration.

GOAL: IMPROVE THE CITY'S INFRASTRUCTURE AND PUBLIC FACILITIES

SIX-MONTH STRATEGIC OBJECTIVES:

  1. By October 15, 2001, the Public Works Director will finalize the contract for a CNG (Compressed Natural Gas) fueling station for the City yard.
  2. By October 15, 2001, the Public Works Director will complete design agreements for 153rd, 162nd, and 159th streets rehabilitation programs.
  3. By October 15, 2001, the Public Works Director will complete the fund exchange agreement with Los Angeles County Public Works for local street maintenance funding.
  4. By November 30, 2001, the Public Works Director will present to the City Council for its consideration Traffic Study Report with recommendations for the Civic Center Expansion Project.
  5. By December 1, 2001, the Public Works Director will begin construction on Green Park improvements.
  6. By December 1, 2001, the Public Works Director and the Community Services Director will secure grant funds for the Jane Addams Park recreation building and engage a professional designer.
  7. By December 1, 2001, the Public Works Director will secure an MTA grant for median improvements and bid the Manhattan Beach Blvd. project.
  8. By December 15, 2001, the Public Works Director will ensure completion of storm drain construction and a utility plan for Rule 20 undergrounding for Marine Ave.
  9. By December 15, 2001, the Public Works Director will complete the Artesia Blvd. relinquishment agreements and RFP for design services.
  10. By December 15, 2001, the Public Works Director will finalize the Hawthorne Blvd. construction contracts.

GOAL: ATTRACT AND RETAIN QUALITY, SERVICE-ORIENTED STAFF

SIX-MONTH STRATEGIC OBJECTIVES:

  1. Ongoing, the Department Heads (Assistant City Manager - lead) will ensure that each employee who leaves completes the Exit Interview Form, and the forms and other comments are given to the City Manager.
  2. By October 1, 2001, the Assistant City Manager will implement an Employee Idea/Suggestion Program, including rewards for viable ideas.
  3. By December 1, 2001, the Assistant City Manager will study the pros and cons of flex work schedules (e.g. 4/10 or 9/80) and provide recommendations to the City Council for its consideration.
  4. By December 15, 2001, the Assistant City Manager will provide to the City Manager the Compensation Study results and recommendations.


GOAL: DEVELOP AND IMPLEMENT PROGRAMS TO ENHANCE PUBLIC SAFETY AND REDUCE CRIME

SIX-MONTH STRATEGIC OBJECTIVES:

  1. Beginning July 2, 2001, and weekly thereafter, the Police Chief and Assistant City Manager will refine the City Council written and verbal reports, highlighting quality of life priorities for public safety (e.g. transients, school traffic, bike patrol, day laborers).
  2. By August 15, 2001, the Public Works Director and the City Police Chief will establish a School Traffic Circulation Maintenance Program for all schools.
  3. By October 1, 2001, the Community Services Director will develop youth and teen programming consistent with the Youth Master Plan for the new City-School District gym.
  4. By November 1, 2001, the Police Chief will implement a program to decrease felony and misdemeanor crime overall by 10% in FY 2001/2002.
  5. By November 1, 2001, the Police Chief and Public Works Director, working with the City Cable TV, CVUHSD and LESD, will develop an educational and preventative program to reduce graffiti.
  6. By November 1, 2001, the Community Services Director, working with County Supervisor Burke and the Assistant City Manager, will determine the feasibility of a city of Lawndale-Los Angeles County skateboard park and report to the City Council.
  7. By December 1, 2001, the Police Chief and City Manager, working with service providers, will develop a program to address the increasing unacceptable behavior of individuals in the City.


GOAL: DEVELOP AND IMPLEMENT PROGRAMS TO IMPROVE THE
CITY'S EXISTING HOUSING AND TO INCREASE OWNER OCCUPANCY

SIX-MONTH STRATEGIC OBJECTIVES:

  1. By October 15, 2001, the Community Development Director will present to the City Council for its consideration a program of fee rebate or process incentives for for-sale housing development, including the financial implications for the general fund.
  2. By December 15, 2001, the Municipal Services Director and Community Development Director will implement a proactive approach process to code enforcement issues, including home conversions.
  3. By December 15, 2001, the Municipal Services Director, working with the Sheriff's Department, will implement a Drug Abatement Program to improve housing conditions/environment.
  4. By December 15, 2001, the Municipal Services Director and Community Development Director will present to the City Council for its consideration a plan and process to address pre-sale inspections of properties.
  5. By December 15, 2001, the Community Development Director will develop an expanded plan to improve advertising and awareness of the Home Rehabilitation Program.
  6. By December 15, 2001, the Community Development Director will review the Hawthorne Blvd. Specific Plan and General Plan and make recommendations to the City Council for its consideration to allow mixed use commercial and condominium development.
  7. By December 15, 2001, the Community Development Director will develop and secure funds for an enhancement program for selected mobile home parks.

OBJECTIVES FOR FUTURE CONSIDERATION:

  1. By _____, the Public Works Director will develop a plan to find a grant to improve the appearance of parkways and plant street trees.
  2. By _____, the Community Development Director will explore more options for funding home ownership and present to the City Council for its consideration.
